홍콩과 한국의 노동자가 코로나 바이러스 감염증19(COVID-19)에 맞서 연대한다
-민주노총(KCTU) ․ 홍콩노총(HKCTU) 공동 성명-

전 세계 모든 직업에 종사하는 노동자들이 코로나19의 세계적 대유행으로 인한 전례 없는 도전을 맞고 있다. 현재까지 130,000명이 넘는 확진자가 보고되었으며 몇 달 사이에 5,000명 이상이 목숨을 잃었다. 중국에서 처음 시작된 세계적 대유행은 공중의 보건 안전에 타격을 주고 있을 뿐만 아니라 노동자들의 생존을 위태롭게 한다.

코로나19가 심각한 수준으로 영향을 미친 나라와 지역에서는 많은 사람들이 바이러스로부터 거리를 두기 위해 자가 격리 조치 당함에 따라 경제가 곤두박질치고 있다. 다른 나라와 지역에서도 글로벌 관광산업이 급락하고 글로벌 공급사슬의 작동이 지장을 입음에 따라 정상적인 경제활동에 영향을 받고 있다.

음식, 도소매, 숙박, 민간항공, 제조업 등 여러 산업에서 수많은 노동자들이 인력감축, 무급휴가를 강요당하고 있고 심지어 해고되고 있다. 다른 한 편에서는 보건 의료, 공공 위생, 시설 관리, 대중교통 등의 부문에서는 개인보호장비가 충분히 공급되지 못해 상당한 수준의 감염 위험에 노출되어 있다. 코로나 19의 세계적 대유행은 이미 홍콩과 한국을 비롯한 많은 나라에서 사회보장정책이 불충분하다는 점을 보여주었다.

이들 나라에서는 신자유주의 하 위기 시기에 노동자들의 권리와 고용 안정이 항상 가장 먼저 희생되어 왔다. 하청, 파견, 임시, 특수고용, 장애인, 이주노동자 등 불안정 노동자들은 이러한 상황에서 특히 취약하다. 기층 노동자들의 생존권과 복지는 정리해고와 불충분한 노동안전보건 조치로 인해 위험에 처한다.

코로나 19 감염병 확산을 계기로 한국과 홍콩에서는 자본과 시장 이윤이 중심이 된 사회의 민낯과 한계가 그대로 드러났다. 이제 혐오와 배제, 차별과 불평등을 넘어 법과 제도, 재정, 시설과 인력, 경제사회체제 모든 면에서 함께 살기위한 공공적 시스템을 강화하고 국가의 책임과 역할을 높이는 새로운 출발을 준비해야 한다. 특히 국가 방역체계 강화, 보건의료 공공성 강화, 사회안전망 강화, 일하는 모든 노동자들의 노동환경과 안전을 재검검하고 재정비하는 계기가 되어야 한다.

코로나19의 발발로 홍콩과 한국 노동자들이 권리를 심각하게 위헙 받고 있는 상황에서 홍콩노총(HKCTU)과 민주노총(KCTU)은 노동권과 일터 안전을 지키기 위해 손을 맞잡는다.

코로나 19에 맞선 싸움이 오래 지속될 것으로 예상되고 끝이 어디인 지 알 수 없는 상황에서 홍콩과 한국의 자주적인 노동조합은 노동권 쟁취를 위한 투쟁 역시 오래 지속될 것으로 예상한다.

그러나 양노총은 함께 이 위기를 사회보장제도 개혁을 위한 대중적 관심과 지지를 이끌어낼 기회로 삼고자 한다.

향후 양 노총은 코로나19에 맞선 각국에서의 투쟁에서 얻은 정보와 경험의 교류를 강화할 것이다.

따라서 우리는 양국 노동자의 권리와 일터에서 노동자들의 건강과 안전이 코로나19의 대유행 상황에서 그리고 그 이후에도 희생되지 않도록 홍콩정부와 한국정부에 다음의 요구를 제출한다.

1. 코로나19 팬데믹 상황에서 일시적 실업, 반실업, 무급휴직에 처한 모든 노동자들에게 공공 기금을 투입하여 긴급 실업·생계 지원금을 지급하라.

2. 격리에 처한 모든 노동자들이 임금 등에 손실이 없도록 보장하라.

3. 코로나19에 감염된 모든 노동자들에게 유급 질병 휴가를 보장하고 치료기간동안 임금 등에 손실이 없도록 보장하라.

4. 격리 혹은 치료 후 복귀한 모든 노동자들이 어떠한 형태의 차별도 당하지 않도록 보장하라.

5. 바이러스 감염 환자 또는 오염 지역에서 온 사람들을 접촉할 수 있는 모든 노동자에게 종합적인 개인보호장비를 지급하라.

6. 필수 공공서비스 또는 다중이 모이는 곳에서 일하는 모든 노동자에게 종합적인 개인보호장비를 제공하라.

7. 1~6에 언급된 모든 조치를 하청, 파견, 임시, 특수고용, 장애인, 이주노동자를 포함한 모든 노동자에게 어떠한 차별도 없이 보장하라.

8. 노동자, 대중, 노동조합에 확진자의 수와 장소 및 여타 예방에 필요한 최신 정보를 투명하게 제공하라.

9. 일터 안전을 보장하기 위한 적절한 조치와 절차를 마련하기 위해 노동조합과 정기적으로 협의하라.

10. 코로나19 세계적 대유행이 지속되는 동안, 그리고 그 이후에 모든 필수공공서비스를 위한 공공지출과 재원이 삭감되지 않도록 보장하라.

Hong Kong and South Korean Workers Join Hands to Fight COVID-19 OutbreakStatement from Hong Kong Confederation of Trade Unions and Korean Confederation of Trade Unions

in all walks of lives from around the globe are encountering unprecedented challenges posted by the COVID-19 pandemic. As of today, more than 130,000 confirmed cases of infection are reported, whereas the virus has already taken away 5,000 lives in matter of months. The worldwide outbreak of the pandemic, which first started in China, is not only taking a toll on the public's health and safety, but also putting workers' livelihoods on the line. In countries and territories that are heavily affected by the pandemic, economies plummeted as people are forced to stay at home in order to stay away from the virus. In other countries and regions, normal economic activities are also affected as global tourism plunged and the global supply chain disrupted.

the one hand, in industries such as catering, retail, hotel, civil aviation, and manufacturing, many workers are encountering retrenchment and are forced to take unpaid leave or simply being laid off. On the other hand, in sectors that provide basic public services such as medical and healthcare, public sanitation, security guards, and public transportation, workers are exposed to considerable risk of infection as the supply of personal protective equipment is put to the limit. The pandemic has already exposed the inadequacy in social security policies in various economies, such as Hong Kong and South Korea, where workers' rights and employment stability are always the first to suffer in times of crisis under neo-liberalism. Precarious workers such as sub-contract, dispatch, casual, self-employed, disabled, and migrant workers etc. are especially vulnerable in such situations; while the livelihood and well-being of grassroots workers are also at risk of redundancy and insufficient occupational health and safety measures.

widespread of COVID-19 reveals the limitations of the Hong Kong and South Korean economies that focus only on capital gains and profits. Now, beyond hatred, exclusion, discrimination and inequality, we must launch new chapters to improve the shortcomings of the existing public system in legal, institutional, financial, facility, human resource, economic and social structures to strengthen the responsibilities and roles of the public sector. And take this opportunity to promote reforms in social safety nets, infectious disease prevention and public health systems, and to examine and improve working environments and occupational safety of all workers.

workers' rights are under serious threat in Hong Kong and South Korea amid the COVID-19 outbreak, the Hong Kong Confederation of Trade (HKCTU) and Korean Confederation of Trade Unions (KCTU) are determined to join hands to safeguard workers' rights and workplace safety. As the fight against COVID-19 is expected to be a protracted battle with the end nowhere in sight, the independent labour movement in both places are also anticipating another prolonged struggle for labour rights. But together, we will take the opportunity to bring to the public's attention and entice public support that push for social security reforms. In future, we will enhance our information and experience exchange in our corresponding fights against COVID-19. We, therefore, put forward the following demands to the Hong Kong and South Korean governments in order to ensure workers' rights and occupational health and safety of workers are not to be sacrificed during and after the COVID-19 pandemic:

1. Use public funds to provide emergency unemployment and living subsidies to all workers who are temporarily unemployed, underemployed, or taking unpaid leave during to the COVID-19 pandemic;

2. Ensure all workers suffer no loss of wages or conditions during any period of quarantine;

3. Ensure all infected workers, are entitled to paid sick leave and suffer no loss of wages or conditions during any period of recovery from COVID-19;

4. Ensure all workers are not subjected to any form of discrimination upon returning from any period of recovery or quarantine;

5. Provide comprehensive personal protective equipment to all workers who may come into contact with infected people or anyone that has come from an infected area;

6. Provide comprehensive personal protective equipment to all workers who are carrying out essential public services or working in public or highly frequented areas;

7. Ensure the above measures 1 to 6 are applicable to all formal and informal workers, including sub-contract, dispatch, casual, self-employed, disabled, and migrant workers etc. without any discrimination;

8. Provide transparent and up-to-date information to the public, workers, and trade unions about the number, location of infections and any other information needed for protection;

9. Regular consultation with trade unions to devise appropriate measures and procedures to ensure workplace safety;

10. Ensure all public spending and resources on essential public services are not to be slashed during and after the COVID-19 pandemic.
